I saw on a video that I need a 4V 25mA solar panel.
It is suppose to build a solar powered remote. However, I cant find a 4V 25mA solar panel. Are there any other options?
It needs to be fairly small to stick on the back of a remote control (For a T.V)

Use a 12 volt panel and just put in a resistor or maybe something in series with your remote that uses the power and gives you an 8V voltage drop before entering your remote
I never saw a remote control that needed a 4 volt source, as 4 volts is not a voltage you can obtain with 1.5 volt batteries. 3 volts or 4.5 volts would be more common.
A video you saw online cannot tell you what the power requirements are for YOUR remote control, they are all different.
But you can use a zener diode to set the voltage to that desired, or perhaps a 3 terminal regulator.
Solar panels produce a voltage that covers a wide range of voltage, depending on the intensity of the light and on the angle the panel makes with the light/sun. A 12 volt panel may produce 20 volts in bright sunlight, and only 2 volts or less in the shade or indoors.

When doing a low-current charger as I suspect you are, there is no need to have an exact voltage of solar panel, as long as the voltage is high enough. A 12V panel at 20 mA will drop to 2.8V at 20 mA when you connect it across two NiCd batteries.
The design must have batteries or capacitors in it, as a remote control will draw in excess of 1A of current for brief peak pulses.
