The Chevrolet Equinox fuel cell concept is now accepting online application. The link is this:

You have to go through a series of questions to see if you are eligible. They must have overwhelming number of people applying for the test, so the odd is slim.
But, good luck.
Honda will be testing its FCX fuel cell concept too, but I don’t think they accept public application.
