The article above describes a solar power test facility to generate power by focusing sunlight to produce heat.
Solar One in the California desert (ARCO Solar built it) uses computerized mirror controls to focus a few acres of reflective panels onto a specific tower.
FYI: The latest solar voltaic panels are almost 30% efficient (the ones used on the international space station). With concentrators they are 36% efficient.
