When it is charging – and then the other way around when it is discharging.
I’d have to go with “True”
True because in an electrolytic cell the reaction is nonspontaneous meaning you need an outside source of voltage. That outside source of voltage(electrical energy) is charging the electrolytic cell which is converting it to chemical energy. And it’s the opposite for a voltaic cell.
