Why do some wind turbines turn while others remain stationary?

When driving through Minnesota, my mother and I often wonder why it is some wind turbines will be merrily spinning away, while others are much slower or even stationary. Why is this? Are perhaps some of the turbines “turned off”, so to speak?

Load requirements might mean some turbine/generator capacity is not needed. No use spinning away and wearing out the bearings if the power cannot be sold. So the propeller blades are “feathered”.
Also, some units might be down for maintenance.
