How would a country go about getting permission to go about creating nuclear power? How does it differ from getting permission to create nuclear weapons?
What regulatory agency is in charge of this? Is it the UN (for nuclear weapons) or a different organization like the IEA (for nuclear power)?

My Dear Lady, if you are referring to Iran’s evil regime headed by Ayatollah Seyed Ali Khameni and Mahmoud Ahmadinejad trying to deceive the world that they need nuclear power stations, the truth is Iran does not want nuclear power and it does not need nuclear power capability. It wants the ability to blackmail others by possessing nuclear weapons.
Because Iran has huger stocks of oil than almost anywhere else in the world has! The countries that do need and rely mainly on nuclear power, like Japan and France, need it because they have to import all their oil and coal. So that is why they need nuclear power! But Iran is not in such a situation. So everybody knows what Iran wants is not nuclear power but the technology to be able to explode nuclear weapons. because Iran is predominantly Shiite, whereas all the neighbouring countries are predominantly Sunni Muslim, and Sunnis hate Shiites!.
Moreover the UN is totally opposed to Iran getting a nuclear capability because Iran’s neighbouring Muslim States (Iraq, Saudi Arabia, Kuwait, Pakistan, Qatar and United Arab Emirates) are all also very strongly opposed to Iran ever getting nuclear weapon capability because they know it will seriously endanger their security too, and are trying to persuade both United States and Israel to bomb Iran’s nuclear power stations to get rid of that threat to themselves!
They build on their own. All countries have a right to have it.
