  1. Yes, but it depends upon the size of the blades. A small turbine with 2-foot blades will cope with much faster rotation than will one with 20-foot blades, which again will be capable of faster speeds than one with 50-foot blades.

It’s not a matter that there is an inverse relationship between wind speed and generated power, but rather that above some threshold speed, the wind turbine must be shut down and parked for safety. The actual threshold wind speed depends on the specific design of the wind turbine, but it’s not uncommon for shutdown thresholds to be in the 25-35mph range.
