In April, the Colorado Legislature passed House Bill 1365, also known as the Clean Air — Clean Jobs Act, meaning Colorado’s coal-fired power generation plants have until Aug. 13 to be in compliance with the Public Utilities Commission’s new state and federal emission standards.
