This is the flow rate after they closed the first of five valves to test the well integrity. Basically low pressure is bad, the higher the pressure readings they get the better. This will tell them if there is any damage to the well bore below the sea floor. One of the relief well is currently 4.5 inches away from drilling into the pipe as relief but they are waiting until they test pressures first. As they close more valves this flow rate should increase until they close the kill and choke lines on the damaged blowout preventer first. Then the flow will be turned off and the capping stack will be venting in two places. One they can just close and the other has a variable valve so they will close it last if everything goes right pressure wise.
