The “overvoltage” of a cell is the voltage (potential) in excess of the standard potential needed to make current flow in the cell.
I.e.
standard cell potential for a hypothetical cell a 0 current = 1.23 V
potential needed to get current to flow = 1.50 V
the overvoltage is 0.28 V
