Dr. Gregory Jaczko is the Chairman of the Nuclear Regulatory Commission. That Commission is a five member body with each member appointed by the President and given independent and equal voting rights. In 1980, one of the recommendations was to vest the authority of the Commission in the Chairman “pertaining to an emergency concerning a particular facility or materials licensed or regulated by the Commission…” Chairman Jaczko believes that exercising that authority does not require a declaration of an emergency and he believes that it extends to include events taking place 12000 miles away from Washington DC in a sovereign, technically capable country.
