Rocket engines on a car, especially high-efficient ones like plasma or ions, would just create a death beam in your car’s wake.
Nice idea but plasma and ion propulsion are both way too “low yield” for cars and such. It would take forever to get up to speed. I do see, however, these kinds of engines being used to run auxiliary chargers in electric cars. It would be a few years down the road though as the tech. needs to be cheapened for commercial use.
