It happened to me when I was using table salt and household tap water. Pretty nasty stuff.
A lot of people seem to get some good results with baking soda and distilled water, but it takes a lot of baking soda and it will eventually loose its potency over time.
Generally you will want Sodium Hydroxide or Potassium Hydroxide mixed with distilled water.
At least that way you can move on to working on your plates rather than working on your electrolyte.
