Top kill plan can succeed if it adheres with law of force and reaction. If it fails, then BP will seek govt. help or govt. will start working on fixing it with help of our marine core and navy. Well, letting BP handle how to fix the oil leak was possibly a mistake given the large scale impact it had caused to the environment.

I think it has at least a 50% chance of success. BP people and other oil field companies have far more knowledge and experience than any of the government people that could be placed in charge.
If this does not succeed, they should call in Halliburton experts and the job will be done properly and quickly,
