Just how much retooling would it take the Big 3 auto makers to build hybrid, electric, or fuel efficient cars?

It seems to me that many of the same parts and systems that go into the current line of American gas-only and less efficient cars, would go into newer hybrids, more efficient, or even all electric cars. But I don’t work in a car factory. So I’m just curious. Do the Big 3 auto makers really have to retool from the ground up to evolve and adapt to today’s current market and consumer need for fuel-efficient or alternate energy vehicles? About what percentage of their factories need to be overhauled and retooled to get to where they need to be and become competitive again? What’s that going to cost and how long will it take?
