But based on most of the discussions I have read there does not seem to be any company actually selling them. The few that are selling devices seem to be viewed as scams. I gather the major problem is not so much making an engine that will go (rotate a shaft for example) but having an engine that can take any kind of load without external power to continue.

Well, it depends on what you mean by “magnetic engine” electric motors use magnetism and they are certainly valid. if you mean a perpetual motion scam like the “Cycclone Magnetic Engines “, then not so much.
Some may wonder anyone got a patent for a magnetic engine when the US patent office will not issue a patent for a perpetual motion machine without a working demonstration, well, the answer is in the description of the patent:
“The electro-magnetic engine further comprises electrical means comprising an electrical connection and a source of battery power”,
it is not a perpetual motion machine at all, but a strange (and probably inefficient) electric motor,
