Work required to compress a gas vs. liquid?

Generally does a compressor use more power to compress water vapor or does a pump use more power to compress liquid water as represented in the following two processes.

Initial state: saturated liquid, Final state: superheated vapor
(same for process one and two)

process one: initial state->pump->steam generator->turbine->final state

process two: initial state->steam generator->compressor->turbine->final state

Sorry if this isn’t adequate information to help. I got an outrageously larger answer for the power required for the compressor compared to the pump.
