  1. Since the p + 11B fusion reaction releases around 8.5 MeV of energy, I don’t think fusion would occur unless you super-compress the boron, and add lots of heat.

For rocket propulsion. The alpha particles in the product could be used to generate electric power, too.

No. But a fusion reactor could power a plasma-ion engine.
