There is no limit; a fission reactor can operate at any temperature whatever. (The first one ran at room temperature.) But for power production, it must operate at the highest possible temperature consistent with safety in order to achieve reasonable thermodynamic efficiency. Bottom line: the problem is incorrectly stated, and has no correct answer.
