This should not be a problem. Use a current controller to adjust or limit the current being suopplied at 18V.
Also, 18V is a rather large potential diffference for an electrolytic cell. Check carefully amd make certain that the reaction you want to happen is actually what happens at 18V, and not a bunch of additional stuff. If you are trying to carry out a reaction that only requires 1 or 2 volts, then 18V could turn out to be a ‘voltage of mass destruction’.
