Because most of the time there is no pre-existing lake to make one. this requires a river to be dammed which causing all sorts of problems down stream due to reduced water flow. It also affects the water table in the surrounding landscape which can have a detrimental effect on the local environment.
Even if there is a pre-existing lake. The down stream flow is modified which causes all sort of problems for animals living in the river, and for people who rely on that river e.g. farmers.
